To GA, IC and ISC

Suggestion on changing the voting procedure for the competition tasks

Currently, the competition tasks are discussed on the GA meeting before
they are voted for adoption.  As the time is limited, the discussions are
mainly focused on the wording of the tasks.  People may have different
preferences on wording and therefore the discussions may not be very
effective.  In order to improve the efficiency of the procedure, we
suggest that the GA authorizes the ISC to be in charge of selecting
the tasks.  The ISC should review the tasks in detail beforehand and
be responsible for the correctness, clearness, and appropriateness of
the task sets.  On the GA meetings, the ISC should report to the GA
members, and suggest whether the GA meetings should accept the tasks.
The GA members will only vote on the ISC report.  Under this procedure,
the tasks will be evaluated more carefully in detail by the ISC so that
the quality of the tasks will be improved, and the GA meetings will wokr
more efficiently.
